Developing a Set of Alternatives

Alternatives can be understood as a list of possible ways to achieve objectives. For this process, strategy tables were used to develop a set of alternatives. A strategy table is a logical and convenient way of describing the definition of alternatives in terms of specific selections made from various categories of actions. Alternatives were developed for six classes of actions: physical works, land use planning, emergency response, research and monitoring, consultation, and financing.
