Objectives
Developing a comprehensive set of objectives was a key first step in the adaptation strategy development process. These included:
- Biophysical objectives, including sea-level rise, flood frequency, and shoreline erosion;
- Ecological objectives, including migratory birds, aquatic community, water quality, biodiversity, and invasive species;
- Socio-economic objectives, including flood damage to property, insurance costs, and the dependability of traffic to and from the ferries and the port;
- Infrastructure objectives, including concerns about: a) costs to municipal governments, industries, and households, and b) physical integrity and reliability and corresponding concerns about public health and safety;
- Cultural objectives, including fishing opportunities and possible effects on heritage sites;
- Process considerations, including efficiency and trust building, and monitoring so as to increase learning; and
- Learning objectives, especially monitoring of outcomes, and institutional arrangements to ensure feedback to decision making.
