The Decision Makers
The Ministry of Transportation was the lead government agency in this Programme; however, important linkages exist between the Gateway Programme and various other government and regulatory agencies at the provincial and the municipal scale. There are linkages between the climate change objectives of the provincial Department of Environment and mobility objectives of the Ministry of Transportation. There are also interlinkeages across government scales: between the provincial government and municipalities managing local mobility and land use.
